Detergents and cleaning agents are essentially regulated by the EC Regulation 648/2004 on detergents (so-called detergent-regulation). In addition, in Germany, the Detergent and Cleaning Agent Act and other special laws are applicable. Demarcation issues often arise with regard to biocidal products, with the peculiarity that detergents and cleaning agents also may be subject to the biocides legislation. Labeling and advertising of detergents may also pose problems.
